Who delivers electricity in Lubbock?
Lubbock Power & Light (LP&L) opted into retail competition and joined ERCOT. Its customers moved to competitive retail electricity providers between March 4 and April 1, 2024, and LP&L now acts only as the delivery utility (TDU) for its area.

Can I choose my electricity provider in Lubbock?
For LP&L addresses, yes. But not every Lubbock address is served by LP&L: some areas in and around the city are served by Xcel Energy (Southwestern Public Service) or South Plains Electric Cooperative, and those addresses do not have retail choice. Which utility serves a given address is not mapped by ZIP code, so check your exact address.

Weather and electricity in Lubbock
Typical weather near Lubbock, from the nearest NOAA station with a complete 1991-2020 record: Lubbock Wfo, about 3 miles from the city center (station elevation 3,235 ft). These are normals for that station, not readings at your address. July is the warmest month on average, with a normal daily high of 93°F; January has the coolest average low, 30°F. Average daily highs reach 90°F or more in June to August. Average lows are at or below freezing in January to February and December.
For electricity, the normals point to two seasons that can lift a household's usage: cooling-degree days (a measure of how far each day's mean temperature sits above 65°F) peak in July at 501 for the month, and heating-degree days (below 65°F) peak in January at 705. How much that matters to a bill depends on the home, its insulation, its heating fuel and the household, so use your own usage history, not a regional average, when you compare plans.

Historical weather records for Lubbock County
The Texas Railroad Commission's county table lists a record low of -17°F (1933) and a record high of 114°F (1994), and a regional estimate of 30 consecutive hours as a typical longest freezing or frozen-precipitation period for Lubbock County. These are historical county extremes, not Lubbock's monthly averages and not a forecast; the normals above describe ordinary months.
Reference only: the U.S. Energy Information Administration's 2020 Residential Energy Consumption Survey puts the average Texas household at about 13,440 kWh a year (about 1,120 kWh a month if spread evenly). That is a statewide average for 2020, not Lubbock, and not an estimate for your home. EIA source.

Business electricity in Lubbock
ERCOT lists 14,909 active business meters with a Lubbock address, about one for every 6.4 homes, and 56 meters in ERCOT’s large non-residential class across Lubbock’s main ZIP codes. On Lubbock Power & Light’s wires, a business picks its retail provider the same way a home does; larger accounts can also buy from suppliers that sell directly to commercial customers.
Power Hopper compares offers from retail electric providers and direct suppliers for businesses. For high-consumption businesses, we can run a competitive bid so more than one supplier prices the same usage. We can’t promise savings or how many suppliers will bid. Businesses in Texas retail-choice areas can request a rate review online.

Common questions
Can every address in Lubbock choose an electricity provider?
No. LP&L addresses can choose a retail provider, but some Lubbock-area addresses are served by Xcel Energy (Southwestern Public Service) or South Plains Electric Cooperative, which do not offer retail choice. Enter your ZIP code, then your address, to see what is available.
How many homes in Lubbock have electric service on the competitive market?
ERCOT’s TDSP ESIID Extract lists 95,371 active residential electric meters (ESI IDs) with a Lubbock address (October 5, 2026), roughly one per home or apartment with a retail electricity provider.
When did Lubbock get retail electric choice?
LP&L customers moved to competitive retail electricity providers between March 4 and April 1, 2024, after LP&L joined ERCOT and opted into retail competition. LP&L still delivers the power as the TDU.
Do the wires or the delivery utility change if I switch providers?
No. The delivery utility, LP&L, keeps the same wires and still delivers the electricity, and its delivery charges still appear on your bill. Switching changes the retail provider that bills you, not the wires.
