Coal-closure tracts are checked against Notice 2023-29 Appendix C, Notice 2023-47 Appendix 3, Notice 2024-48 Appendix 2, Notice 2025-31 Appendix 4, and Notice 2026-39 Appendix 2. None of these files decides the brownfield category. For §48E, the energy-community increase is 2 percentage points, or 10 percentage points when the increased-rate conditions are met.
