A domestic wafer column applies only when the PV modules use domestically produced crystalline-silicon cells and wafers. Production cost counts only when every manufactured-product component of that product is domestic. Steel and iron stay a separate 100 percent requirement. BABA and an FTC Made in USA claim are not this calculation.
